Medical support, rehabilitation, and sanatorium treatment of servicemen

 

Medical care is provided in military medical health care institutions, health care institutions of the Ministry of Internal Affairs, in state or municipal health care institutions following paragraph 1 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families" (hereinafter - the Law), Resolution of the Cabinet of Ministers of Ukraine No. 150 of February 23, 2022, and Order of the Ministry of Internal Affairs of Ukraine No. 462 of June 03, 2016 "On Approval of the Instruction on the Procedure for Medical Care in Health Care Institutions of the Ministry of Internal Affairs" free of charge.

 

          Medical care for family members of servicemen

 

Medical care is provided free of charge in state or municipal healthcare institutions, military medical institutions, and healthcare institutions of the Ministry of Internal Affairs following paragraph 2 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families" and Order of the Ministry of Internal Affairs of Ukraine No. 462 dated 03.06.2016 "On Approval of the Instruction on the Procedure for Medical Care in Healthcare Institutions of the Ministry of Internal Affairs".

 

Medical care for family members of a fallen serviceman, missing or injured in captivity

 

Medical care is provided free of charge in state or municipal healthcare institutions, military medical institutions, and healthcare institutions of the Ministry of Internal Affairs following paragraph 2 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families" (hereinafter - the Law) and Order of the Ministry of Internal Affairs of Ukraine No. 462 "On Approval of the Instruction on the Procedure for Medical Care in Healthcare Institutions of the Ministry of Internal Affairs" dated 03.06.2016.

 

Medical care for temporarily displaced persons from among family members of military personnel

 

Medical care is provided in state and municipal health care institutions, health care institutions of the Ministry of Internal Affairs following part two of Article 49 of the Constitution of Ukraine, Article 9, and part two of Article 11 of the Law of Ukraine "On Ensuring the Rights and Freedoms of Internally Displaced Persons", part two of Article 38 of the Law of Ukraine "Fundamentals of the Legislation of Ukraine on Health Care", Order of the Ministry of Health of Ukraine No. 496 "Some Issues of Primary Health Care in Martial Law" dated 17.03.2022 and Order of the Ministry of Internal Affairs of Ukraine No. 462 "On Approval of the Instruction on the Procedure for Medical Care in Health Care Institutions of the Ministry of Internal Affairs of Ukraine" dated 03.06.2016.

 

Psychological assistance to servicemen

 

Psychological assistance to servicemen who have the status of a participant of war, or participant of combat operations is organized following paragraph 1 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families" by psychological services of military units (subdivisions), in military medical health care institutions following the procedures approved by the central executive authorities free of charge.

Servicemen who are discharged or dismissed from military service from among war veterans, ATO/JFO participants who have special merits before the Motherland are provided by the Ministry of Veterans following the Resolution of the Cabinet of Ministers of Ukraine No. 1057 of December 27, 2017 free of charge.

 

Psychological assistance to family members of servicemen

 

Psychological assistance to family members of servicemen who have the status of a war participant or participant in combat actions is organized following paragraph 1 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families" by psychological services of military units (subdivisions), in military medical health care institutions following the procedures approved by the central executive authorities free of charge.

Family members of servicemen who are discharged or dismissed from military service from among war veterans, ATO/JFO participants who have special merits before the Motherland are provided by the Ministry of Veterans following the Resolution of the Cabinet of Ministers of Ukraine No. 1057 of December 27, 2017 free of charge.

 

Psychological assistance to family members of fallen (deceased) servicemensocial and legal protection of servicemen and members of their families" of the Ministry of Veterans following the Resolution of the Cabinet of Ministers of Ukraine No. 1057 of December 27, 2017 free of charge.

 

Rehabilitation in health care institutions of the Ministry of Internal Affairs

 

Rehabilitation in health care institutions of the Ministry of Internal Affairs is provided for the period of martial law and within three months after its termination or cancellation, to servicemen of the NGU and the State Border Guard Service of Ukraine and persons of the rank and file of the civil protection service of the SES, that is, certified employees (personnel) following the Resolution of the Cabinet of Ministers of Ukraine No. 150 of February 23, 2022 free of charge.

In the health care institutions of the NGU and the SBGSU, the rehabilitation of the above category of persons is carried out following paragraph 3 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families", Resolution of the Cabinet of Ministers of Ukraine No. 446 of April 27, 2011 "On Approval of the Procedure for Providing Sanatorium Vouchers to Sanatoriums for Servicemen, War Veterans, Veterans of Military Service, Internal Affairs and Some Other Categories of Persons and Members of Their Families" free of charge.

 

The right to rehabilitation in health care institutions of the Ministry of Internal Affairs for family members of servicemen of the NGU and the SBGSU

 

Rehabilitation of this category of persons in health care institutions of the MIA is currently not regulated by law.

This category of persons is sent to health care institutions of the NGU and the SBGSU together with the serviceman following the conclusion of the military medical commission as an accompanying person (without treatment) following paragraph 3 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families", the Resolution of the Cabinet of Ministers of Ukraine of 27 April 2011 No. 446 "On Approval of the Procedure for Providing Sanatorium Vouchers to Sanatoriums for Servicemen, War Veterans, Veterans of Military Service and Family Members of Servicemen".

 

The right of servicemen for treatment abroad

 

According to the resolutions of the Cabinet of Ministers of Ukraine No. 1079 dated 27.12.2017 (as amended on 13.05.2022) and No. 411 dated 05.04.2022, servicemen who were directly involved in the implementation of measures necessary to ensure the defense of Ukraine, are provided with medical care or medical and psychological rehabilitation in foreign health care institutions free of charge.

 

Sanatorium and spa treatment in health care institutions of the Ministry of Internal Affairs

 

Police officers and members of their families receive sanatorium-resort treatment in medical rehabilitation centers of the MIA following Article 95 of the Law of Ukraine "On the National Police".

Sanatorium and resort treatment of servicemen of the National Guard of Ukraine, State Border Guard Service of Ukraine, and their family members in healthcare institutions of the Ministry of Internal Affairs is currently not regulated by law.

 

 

Sanatorium treatment for servicemen

 

This category of persons is sent to healthcare institutions of the NGU and the SBGSU for sanatorium-resort treatment following paragraph 3 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families", Resolution of the Cabinet of Ministers of Ukraine of 27 April 2011 No. 446 "On Approval of the Procedure for Providing Sanatorium-Resort Vouchers to Military Personnel, War Veterans, Veterans of Military Service, Internal Affairs and Some Other Categories of Persons and Members of Their Families" with payment of 2

If a serviceman has the status of a combatant, he is sent for sanatorium treatment free of charge.

 

Sanatorium treatment for family members of servicemen

 

They are sent to the health care institutions of the NGU and the State Border Guard Service of Ukraine for sanatorium-resort treatment following paragraph 3 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families", Resolution of the Cabinet of Ministers of Ukraine No. 446 of 27 April 2011 "On Approval of the Procedure for Providing Sanatorium-Resort Vouchers to Military Personnel, War Veterans, Veterans of Military Service, Internal Affairs and Some Other Categories of Persons and Members of Their Families" with payment of 50 per cent of their cost.

 

Sanatorium and resort treatment for family members of servicemen who died or went missing during military service

 

 

They are sent to the healthcare institutions of the NGU and the State Border Guard Service of Ukraine for sanatorium-resort treatment following paragraph 3 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families", Resolution of the Cabinet of Ministers of Ukraine No. 446 of April 27, 2011 "On Approval of the Procedure for Providing Sanatorium-Resort Vouchers to Servicemen, War Veterans, Veterans of Military Service, Internal Affairs and Some Other Categories of Persons and Members of Their Families" with payment of 50 percent of their cost.

                Such family members include parents, spouses, minor children, as well as disabled children and children disabled since childhood (regardless of their age) who receive a survivor's pension following the Law of Ukraine "On Pension Provision for Persons Discharged from Military Service and Some Other Persons".

 

Sanatorium-resort treatment for family members of servicemen who were killed (missing) or died, who are covered by the Law of Ukraine "On the Status of War Veterans, Guarantees of their Social Protection"

 

They are sent to healthcare institutions of the NGU and the State Border Guard Service of Ukraine for sanatorium-resort treatment following paragraph 3 of Article 11 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Members of Their Families", the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social Protection", Resolution of the Cabinet of Ministers of Ukraine No. 446 of April 27, 2011 "On Approval of the Procedure for Providing Sanatorium Resort Vouchers to Servicemen, War Veterans, Veterans of Military Service, Internal Affairs and Some Other Persons

 

        Issuance of vouchers for sanatorium treatment to servicemen

 

The sanatorium-resort selection commissions of the Administration of the State Border Guard Service of Ukraine and regional departments and bodies of the State Border Guard Service purchase vouchers to sanatorium-resort institutions of other executive bodies for servicemen of the State Border Guard Service of Ukraine following the order of the State Border Guard Service of Ukraine dated 21.06.2011 № 444 "On approval of the Instruction on the organization of sanatorium-resort support in the State Border Guard Service of Ukraine", registered with the Ministry of Justice of Ukraine on August 16, 2011, under № 976/19714.

To the servicemen of the National Guard of Ukraine - by the Department of Healthcare and departments (services) of medical support of the National Guard of Ukraine following the Order of the Ministry of Internal Affairs of Ukraine dated 04.11.2003 No. 1296 "On Approval of the Instruction on the Organization of Medical Rehabilitation and Sanatorium Treatment in the Ministry of Internal Affairs of Ukraine", registered with the Ministry of Justice of Ukraine on May 13, 2004, under No. 601/9200.

 

Issuance of vouchers for sanatorium treatment to family members of servicemen

 

The sanatorium-resort selection commissions of the Administration of the State Border Guard Service and regional departments and bodies of the State Border Guard Service purchase vouchers to sanatorium-resort institutions of other executive bodies for family members of SBGS servicemen following the Order of the SBGS of 21.06.2011 № 444 "On Approval of the Instruction on the organization of sanatorium-resort provision in the State Border Guard Service of Ukraine", registered with the Ministry of Justice of Ukraine on August 16, 2011, under № 976/19714.

To the family members of the NGU servicemen - by the Department of Healthcare and departments (services) of medical support of the National Guard of Ukraine following the Order of the Ministry of Internal Affairs of Ukraine dated 04.11.2003 No. 1296 "On Approval of the Instruction on the Organization of Medical Rehabilitation and Sanatorium Treatment in the Ministry of Internal Affairs of Ukraine", registered with the Ministry of Justice of Ukraine on May 13, 2004, under No. 601/9200.

 

Issuance of vouchers for sanatorium treatment to family members of servicemen who died (died)

 

The sanatorium-resort selection commissions of the Administration of the State Border Guard Service and the regional departments and bodies of the State Border Guard Service, the purchase of vouchers to sanatorium-resort institutions of other executive bodies is carried out by the Health Department of the State Border Guard Service following the order of the State Border Guard Service of Ukraine of 21. 06.2011 № 444 "On Approval of the Instruction on the Organization of Sanatorium and Resort Provision in the State Border Guard Service of Ukraine", registered with the Ministry of Justice of Ukraine on August 16, 2011, under № 976/19714.

To the family members of the servicemen of the NGU who died - by the Health Care Department and departments (services) of medical support of the National Guard of Ukraine following the order of the Ministry of Internal Affairs of Ukraine of 04.11.2003 No. 1296 "On Approval of the Instruction on the Organization of Medical Rehabilitation and Sanatorium Treatment in the Ministry of Internal Affairs of Ukraine", registered with the Ministry of Justice of Ukraine on May 13, 2004, under No. 601/9200.

 

 

        Medical centers (sanatoriums) for servicemen

 

          A serviceman can receive sanatorium treatment in:

- Medical Center of the National Guard of Ukraine "Novi Sanzhary", 44 Kurortnyi lane, Novi Sanzhary urban-type settlement, Novi Sanzhary district, Poltava region, 39300;

 

- Medical Rehabilitation Center of the National Guard of Ukraine "Topolya", Bilhorod-Dnistrovskyi district, 97 Zoloti Bereh Boulevard, Zatoka village, Bilhorod-Dnistrovskyi, Odesa region, 67772.

 

- Sanatorium "Arcadia" of the State Border Guard Service of Ukraine (military unit 1489), Gagarin Plateau, 1, Odesa, Odesa region, 65009; tel. (048) 785-43-90; (048) 785-43-85. Head - Futruk Olena Viacheslavivna, tel. (067) 485-61-73;

A medical support, rehabilitation, and sanatorium treatment of police officers, privates, and senior officers of the civil protection service of the SES

 

Medical support of a police officer

 

Medical care in healthcare institutions of the Ministry of Internal Affairs for police officers is provided free of charge following Article 95 of the Law of Ukraine "On the National Police" and Order of the Ministry of Internal Affairs of Ukraine No. 462 "On Approval of the Instruction on the Procedure for Medical Care in Healthcare Institutions of the Ministry of Internal Affairs" dated 03.06.2016.

Police officers can apply for medical care and rehabilitation/sanatorium treatment to the State Department of the Ministry of Internal Affairs of Ukraine in the Rivne region.

 

Medical care for family members of police officers

 

Medical care in healthcare institutions of the Ministry of Internal Affairs for family members of police officers is provided free of charge following Article 95 of the Law of Ukraine "On the National Police" and Order of the Ministry of Internal Affairs of Ukraine No. 462 "On Approval of the Instruction on the Procedure for Medical Care in Healthcare Institutions of the Ministry of Internal Affairs" dated 03.06.2016.

Family members of police officers include spouses, children under 18 years of age, and in case of their studying in higher education institutions under 23 years of age.

 

Medical care for family members of a fallen police officer

 

Medical care for family members of a fallen police officer is provided free of charge.

Family members of a fallen police officer include a wife (husband), if she (he) has not remarried, children under 18 years of age, and if they are studying in higher education institutions - up to 23 years of age, as well as children disabled since childhood (regardless of age).

 

Medical support for family members of a missing police officer

 

Medical care for family members of missing police officers is provided free of charge, as well as for family members of police officers.

 

Medical care for family members of a captured police officer

 

Medical care for family members of a missing police officer shall be provided free of charge, as well for family members of police officers.

 

Medical care for family members of a police officer is provided at the State Department of the Ministry of Internal Affairs of Ukraine in the Rivne region.

 

Who can receive rehabilitation in healthcare institutions of the Ministry of Internal Affairs

Rehabilitation in healthcare institutions of the Ministry of Internal Affairs is provided to

1) Police officers;

2) Servicemen of the NGU;

3) Servicemen of the State Border Guard Service of Ukraine;

4) Private and senior officers of the civil protection service of the SES, i.e. certified employees and servicemen.

 

To receive rehabilitation treatment, it is necessary to apply to the State Department of the Ministry of Internal Affairs of Ukraine in the Rivne region (at the place of medical care). Based on the consideration of the applicant's documents and the conclusion of the MIA health care institution at the place of medical care, the MEC of the Ministry of Internal Affairs issues a decision on referral for rehabilitation (medical or medical-psychological) and sends it to the MD of the MIA at the place of medical care. The decision on referral for rehabilitation treatment of the patient is issued by the MHI at the place of medical care.

 

Required documents:

1. report/application for medical rehabilitation approved by the head of a structural unit of the Ministry of Internal Affairs or a unit of the National Police;

2. the decision of the MCC;

3. an extract from the patient's outpatient or inpatient treatment;

4. a copy of the service certificate and passport.

 

Are family members of the above persons eligible for rehabilitation in health care institutions of the Ministry of Internal Affairs?

 

Rehabilitation of family members of these persons in health care institutions of the Ministry of Internal Affairs is not regulated by law, but family members of these persons are provided with a voucher for sanatorium treatment for the same period with payment of 50% of the cost.

 

The right to sanatorium-resort treatment in medical rehabilitation centers of the MIA

 

The following persons have the right to sanatorium-resort treatment in medical rehabilitation centers of the Ministry of Internal Affairs

 

- police officers, following part six of Article 95 of the Law of Ukraine "On the National Police" with payment of 25% of the cost of the voucher, but if the police officer has the status of a combatant, the voucher is provided free of charge, following part three of Article 12 of the Law of Ukraine "On the Status of War Veterans, Guarantees of their Social Protection".

- family members of a police officer with payment of 50% of the cost of the voucher following Article 95 of the Law of Ukraine "On the National Police".

    Family members of police officers include wife/husband, children under 18 years old, and in case of their studying in higher education institutions up to 23 years old.

 

Required documents:

1. report/application for medical rehabilitation approved by the head of a structural unit of the Ministry of Internal Affairs or a unit of the National Police;

2. the decision of the MCC;

3. copy of service certificate and passport.

 

Who issues a referral for sanatorium treatment?

 

The responsible person of the Department of the Ministry of Internal Affairs of Ukraine in Rivne region for medical reasons and in the absence of contraindications after submitting the necessary documents.

 

Required documents:

1. report/application for sanatorium treatment/rehabilitation and recreation;

2. copy of service certificate and passport;

3. certificate of form No. 070/о;

4. copy of the marriage certificate, copy of the child's birth certificate - in case of obtaining a voucher for family members;

5. copy of the certificate of a large family - for families with many children;

6. extract from the order of dismissal;

7. a certificate from the pension fund authorities on receiving a pension following the Law of Ukraine "On Pensions for Persons Discharged from Military Service and Some Other Persons";

8. certificate from the Department of Labor and Social Protection of the district, district in Kyiv state administration on the provision of sanatorium treatment in the current year - for victims of the Chornobyl accident;

9. certificate from the educational institution - to confirm the fact of full-time education in higher education institutions;

10. documents certifying the right to benefits (originals).

 

Medical care for internally displaced persons from among family members of police officers

 

Health care institutions of the Ministry of Internal Affairs and municipal property following Articles 9, 11 of the Law of Ukraine "On ensuring the rights and freedoms of internally displaced persons", Article 38 of the Fundamentals of Legislation of Ukraine on Health Care and Order of the Ministry of Internal Affairs of Ukraine dated 03.06.2016 № 462.

 

Medical care for persons holding the rank of private and commander in the SES system

 

Medical care in health care institutions of the SESU for persons holding the rank of private and commander of the civil protection service is carried out following Article 117 of the Civil Protection Code of Ukraine and the Procedure for organizing medical care in the State Emergency Service of Ukraine, approved by the Order of the Ministry of Internal Affairs of 18.08.2014 No. 831, registered with the Ministry of Justice of Ukraine on September 9, 2014, under No. 1095/25872 free of charge.

 

Medical care for family members of persons holding the rank of private and commander in the SES system

 

Medical care in health care institutions of the State Emergency Service of Ukraine for family members of persons holding the rank of private and commander in the civil protection service is carried out following Article 117 of the Civil Protection Code of Ukraine and the Procedure for the organization of medical care in the State Emergency Service of Ukraine, approved by the Order of the Ministry of Internal Affairs of 18.08.2014 No. 831 (registered with the Ministry of Justice of Ukraine on September 9, 2014, under No. 1095/25872).

 

Medical care for family members of killed privates and officers in the SES system

 

Medical care in health care institutions of the SESU for family members of killed privates and officers of the civil protection service is carried out following Article 117 of the Code of Civil Protection of Ukraine and the Procedure for the organization of medical care in the State Emergency Service of Ukraine, approved by the Order of the Ministry of Internal Affairs of 18.08.2014 № 831 (registered with the Ministry of Justice of Ukraine on September 9, 2014, № 1095/25872).

As of today, the issue of medical rehabilitation in the MIA system is not regulated.

 

Medical support for family members of missing persons in the SES system

 

Medical care for family members of missing persons of the rank and file and senior staff of the civil protection service is provided in the same way as for family members of the rank and file and senior staff of the civil protection service.

 

Medical care for family members of captured persons holding the rank of private or commander in the SES system

 

Medical care for family members of captured persons holding the rank of private and commander of the civil protection service is provided in the same way as for family members of persons holding the rank of private and commander of the civil protection service.

 

Rehabilitation for persons holding the rank of private or commander in the SES system

 

 

Persons who directly participated in hostilities during emergency rescue and other urgent work related to the elimination of the consequences of the emergency have the right to undergo free of-charge medical and psychological rehabilitation for 14-21 days once a year in health care institutions of the SES and the Ministry of Internal Affairs.

 

The right to rehabilitation in health care institutions of the Ministry of Internal Affairs for family members of privates and officers in the SES system is not regulated.

 

The right to sanatorium and resort treatment for persons holding the rank of private or commander in the SES system

 

Persons holding the rank of private or commander of the civil protection service have the right to sanatorium-resort treatment in sanatorium-resort institutions of the SES, as well as in other sanatorium-resort institutions regardless of their form of ownership and departmental affiliation at the expense of funds provided for the maintenance of the SES.

Benefits (25% of the cost of the voucher) are granted provided that the amount of the average monthly total family income per person for the previous six months does not exceed the amount of income that gives the right to a tax social benefit, following the procedure established by the Cabinet of Ministers of Ukraine.

Persons holding the rank of private and commander of the civil protection service who is sent after treatment in health care facilities to a sanatorium for further treatment are provided with vouchers free of charge.

 

Right to preferential sanatorium treatment for family members of persons holding the rank of private or commander in the SES system

 

Family members of persons holding the rank of private and commander of the civil protection service have the right to preferential sanatorium-resort treatment.

Privileges for sanatorium-resort treatment for family members of persons holding the rank of private or commander of the civil protection service (50% of the cost of the voucher) are provided that the amount of the average monthly total family income per person for the previous six months does not exceed the amount of income that gives the right to a tax social benefit, following the procedure determined by the Cabinet of Ministers of Ukraine.

 

Referral for rehabilitation to persons holding the rank of private and commander in the SES system

 

The conclusion on the need for referral to medical and psychological rehabilitation of persons holding the rank of private and commander of the civil protection service is provided by the medical expert commissions of the SES of Ukraine.

 

Referral for sanatorium-resort treatment of persons holding the rank of private and commander in the SES system

 

The head of the medical unit, based on the conclusion of the sanatorium-resort selection committee, issues sanatorium-resort vouchers to the persons selected for treatment no later than 10 days before the arrival.

 

Required documents for privates and officers:

1. a report addressed to the head of the civil protection body (subdivision) on the provision of sanatorium-resort treatment, specifying the date (month, year), duration (number of days) of treatment, the profile of the sanatorium-resort institution (specialization) and the composition of family members who need sanatorium-resort treatment, with the relevant decision of the head on the merits of the report;

2. an extract from the order granting leave for sanatorium-resort treatment;

3. conclusion of the military medical commission or medical expert commission (hereinafter - MEC) on the necessity of sanatorium-resort treatment for privates and senior officers of the civil protection service;

Necessary documents for family members:

1. medical certificate of the medical institution in form 070 / o;

2. a certificate from the personnel body (unit) of the civil protection service confirming that the person belongs to the family of a person holding the rank of private or commander;

3. original and copy of the marriage certificate;

4. certificates of income of family members for the previous six months;

5. original and copy of the certificate entitling to benefits;

 

Medical support of internally displaced persons from among family members of persons holding the rank of private and commander of the SES system

 

The provision of necessary medical care to internally displaced persons from among the family members of persons holding the rank of private and commander of the civil protection service is provided by health care institutions of the SES and municipal health care institutions following Articles 9, 11 of the Law of Ukraine "On Ensuring the Rights and Freedoms of Internally Displaced Persons", Article 38 of the Law of Ukraine "Fundamentals of the Legislation of Ukraine on Health Care", Article 3 of the Law of Ukraine "On Emergency Medical Care", Order of the Ministry of Health of Ukraine No. 496 of 17.03.2022.

 

Is it possible to provide police officers, private and senior officers of the Civil Protection Service of the State Emergency Service of Ukraine, servicemen of the National Guard of Ukraine, and the State Border Guard Service of Ukraine with medical assistance abroad?

 

 

During the period of martial law, the above-mentioned persons who were directly involved in the implementation of measures necessary to ensure the defense of Ukraine, protection of the security of the population and the interests of the state in connection with military aggression against Ukraine, being directly in the areas of these measures, may be sent following the conclusions of military medical commissions for further medical care or medical and psychological rehabilitation to medical institutions located outside Ukraine.
